That's why we think it is important to establish a foundation for collaboration based on a culture of respect. Also like you, we believe that simply teaching people the theories relating to communication, dealing with change, embracing healthy conflict while effectively addressing unhealthy conflict, and engagement won't get the job done. I don't believe it is the job of the L&OD organization to make people work more productively or to make managers better leaders. I believe that happens (or not) organically, at the team level.
